Inside the Department of City Planning...
Commissioner Hayes slammed both of his hands onto his desk. He stared at his deputy commissioner as if the man had just grown a second head.
"What did you just say?" Hayes demanded. "The Apex Commercial District was transferred? To a private buyer?!"
The deputy flinched, taking a step back toward the door.
"Commissioner, please," the deputy stammered. "It was processed through the state registry this morning. The deed is gone."
"That is impossible!" Hayes roared, marching around the desk. "That land has been locked in zoning disputes for a decade! The city council explicitly barred any sale of the Apex District without a unanimous vote! I never authorized this! Who forged the clearance?"
